Via Reyn's Room: LTO junks Robert Carabuena case


The Land Transportation Office (LTO) has junked the case filed by the Metropolitan Manila Development Authority (MMDA) against the abusive motorist Robert Blair Carabuena who mauled a traffic enforcer in Quezon City last year.

MMDA Chairman Francis Tolentino was dismayed with LTO's decision to junk the case. It can be recalled that the agency filed a direct assault case before the Quezon City Regional Trial Court against Carabuena, and a "disregarding traffic signs/ disregarding traffic officer" charge to the Transportation office, which asked for the revocation of driver's license of the tobacco company executive.

On its seven-page decision, LTO said Carabuena did not violate Section 21 of the Land Transportation and Traffic Code and said the incident was just a traffic violation and is not equivalent to a punishment like revocation of license.

Days after Carabuena's assault video became viral, he personally went to the MMDA office and apologized for mauling traffic constable Saturnino Fabros. MMDA accepted his apology however, still pursued with filing the charges.

MMDA is set to file a "motion for reconsideration" to LTO regarding the case.
