Background:
He first served Palawan as mayor in 1992. Since then, He ransformed into one of the more famous eco-tourism destinations in the Philippines. It was also on his term that Puerto Princesa was attributed to have the lowest crime rate. Aside from this, he was able to have other initiatives that was able to help Puerto Princesa to the city it is today. He was also the Mayor of the city when Palawan Underground River was promoted to be included in the list of the New Seven Wonders of the World.
